मोरेश्वर सावे - एम के धार आणि बाबरी

ही पोस्ट ६ डिमेंबर रोजी टाकायची असे ठरवून लिहून ठेवली होती पण तिचे तारतम्य आज जास्त पटेल म्हणून आजच टाकत आहे. 

श्री मलोय कृष्ण धार आयबीचे जॉईंट डायरेक्टर म्हणून निवृत्त झाले. त्यांच्या ओपन सेक्रेटस् ह्या पुस्तकामध्ये त्यांनी अनेक स्फोटक बाबींचा उल्लेख केला आहे. त्यातील आज मी ज्याला स्पर्श करणार आहे ती आहे ६ डिसेंबर १९९२ रोजी अयोध्येमध्ये पाडण्यात आलेली विवादित वास्तू आणि त्यामधील शिवसेनेचा सहभाग ह्यावर धार ह्यांनी लिहिलेल्या ह्या आठवणी. "बाबरी मस्जिद जर शिवसैनिकांनी पाडली असेल तर मला त्याचा अभिमान आहे" असे श्री बाळासाहेब ठाकरे म्हणाले होते व त्याची आजतागायत कुचेष्टा होत असते. श्री मलोय कृष्ण धार ह्यांच्या पुस्तकामध्ये आलेली ही माहिती ह्यावर चांगलाच प्रकाश टाकू शकेल. धार ह्यांची माहिती खरी की खोटी ह्यावर मतप्रदर्शन करण्याएवढी मी महान नाही. माझ्या वाचनामध्ये जे आले ते तुमच्यासाठी इथे स्वैर अनुवादाच्या रूपात देत आहे. 

धार ह्यांच्या कथनावर मलाही कित्येक प्रश्न सुचतात. पण आज ते विचारण्याचे टाळत आहे. पण एक मात्र जरूर म्हणेन की सोशल मीडियावरती जे भाष्य करत असतात त्यांनी थोडा संयम पाळावा आणि जगामध्ये आपल्याला माहिती नसलेल्या अनेक गोष्टी आहेत - असतात ह्याचे भान ठेवावे. 

मंदिर बांधले जावे असे ज्यांना प्रामाणिकपणे वाटते त्यांना सर्वांच्या सहयोगाने गोष्टी घडतात - घडवल्या गेल्या होत्या - त्यामध्ये कोणी कोणी काय भूमिका निभावली - उत्तरदायित्व पत्करण्याची जबाबदारी उचलली असेल हे पाहून अचंबित व्हायला होते. आजच्या फ़ेसबुकी कॉमेंट वाचून आज कोणीच "त्या" मनःस्थितीमध्ये नाहीत हे पाहून दुःख होते. असो. काळ निर्दय असतो आणि तो आपले देणे वसूल केल्याशिवाय राहत नाही.

"मला संघाच्या नेत्यांना भेटण्याचे वावडे नव्हते. मी काही ह्या परिवाराचा सदस्य नव्हतो पण विविध सामाजिक विषमतांशी लढा देऊन समस्त हिंदू समाजाला एकत्र आणू शकण्याचे सामर्थ्य असलेली संघटना म्हणून मला त्याचे आकर्षण होते. .....१९८८ च्या शेवटाला उमा भारती, वेद प्रकाश गोयल आणि त्यांचा सुपुत्र पियुष मला नित्यनेमाने भेटत असत. किंबहुना माझे घर म्हणजे संघ आणि भाजपचे एक केंद्र बनले होते. .... माझ्या मनातील शंका मी आयबीच्या प्रमुखांच्या कानावर घातल्या होत्या तसेच बाबरी मशीद पाडू नये म्हणून मी राजेंद्र शर्मा ह्यांच्याशी एकदा वादही घातला होता की अशा घटनेमुळे देशामध्ये जातीय दंगे होतील आणि पाकिस्तानमधील अस्थिर राजवट इथे प्रत्युत्तर म्हणून हल्ले घडवून आणेल. .... संघ परिवारातील उच्चपदस्थांशी झालेल्या बोलण्यामधून माझे असे मत बनले होते की त्यांनी संघटनेच्या विविध अंगांना विविध कामे वाटून दिली आहेत. विश्व हिंदू परिषद - बजरंग दल आणि अन्य संघटनांना विवादित ढाचा पाडून टाकण्याच्या सूचना देण्यात आल्या होत्या. त्यांच्या स्वयंसेवकांना देशात वेगवेगळ्या जागी निष्णातांच्या देखरेखीखाली प्रशिक्षण देण्यात आले होते. भाजपच्या नेत्यांना मुखवटा चढवण्याच्या सूचना होत्या. वाजपेयी - अडवाणी सारख्या नेत्यांनी हे काम बर्‍यापैकी ठीकपणे पार पाडले. परंतु विवादित वास्तू पाडली जाणार याची त्यांनाही कल्पना असावी. १२ नोव्हेंबर रोजी कॉंग्रेसमधील माझ्या एका मित्राने दोन कामांसाठी मला मदत करण्याची विनंती केली. एक म्हणजे - जामा मशिदीच्या इमामाशी भेट घडवून आणणे. दुसरी म्हणजे सरसंघचालक आणि पंतप्रधान नरसिंहराव ह्यांची गाठ घालून देणे. ............

पुढे मला असे कळले की मी घालून दिलेली गाठभेट चांगली झाली. संघाने हे स्पष्ट केले की विवादित वास्तू पाडण्यात्चा कोणताही बेत आखण्यात आलेला नाही. सरसंघचालकांनी अशी अपेक्षा राव ह्यांच्या कानी घातली की सरकारने पुढाकार घेऊन ह्यामध्ये मंदिर उभारणीचे काम करावे. संघ अलाहाबाद कोर्टाच्या निकालाची प्रतीक्षा करेल असेही सांगण्यात आले होते.  २५ नोव्हेंबर रोजी मला गोविंदाचार्यांचा फोन आला की ते आणखी दोन मित्रांसमवेत माझ्या घरी भोजनासाठी येत आहेत. माझ्या पत्नीने शाकाहारी जेवण बनवले. श्री गोविंदाचार्य, वेदप्रकाश गोयल व एस गुरूमूर्ती आले. त्यांच्यामधील चर्चा मध्यरात्री पर्यंत चालू होती. त्यातून जे समजले त्याने मी शहारून गेलो. ६ डिसेंबर रोजी विवादित वास्तू पाडून तिथे मंदिर बांधण्याचा त्यांचा बेत असावा. देश एका भूकंपाच्या कडेलोटावर उभा आहे असे मला वाटत होते. 

............माझ्याकडची माहिती मी तातडीने आयबी प्रमुखांच्या कानावर घातली. तसेच शिवसेनाप्रमुख श्री बाळासाहेब ठाकरे व मोरेश्वर सावे ह्यांच्या हालचालींकडे त्यांचे लक्ष वेधले. हिंदुत्वाच्या मुद्द्यावरती विश्व हिंदू परिषद आदिंना मागे टाकण्यासाठी कायदा हातात घेण्याचे बेत शिजत होते. आयबीने घटनास्थळी आपले फोटोग्राफर नेमले होतेच. त्याव्यतिरिक्त एक वेगळी टीम तिथे नेमण्यास आयबी प्रमुखांनी मला परवानगी दिली. त्यानुसार माझी टीम तिथे एका लोकप्रिय इंग्लिश दैनिकाच्या नावाने अगदी जवळ पोचली होती. काही लेखकांनी संघ व्हीएचपी भाजप आणि शिवसेना ह्यांच्यामध्ये काही तरी कट रचला गेला होता असे लिहिले आहे. असे लेखक तसेच काही अधिकृत संघटनांनी ५ डिसेंबर रोजी केशव कुंज मध्ये झालेल्या बैठकीचा हवालाही दिला आहे. ह्या बैठकीमध्ये श्री अडवाणी - मुरलीमनोहर जोशी आणि अन्य नेते उपस्थित होते. बैठकीमध्ये काय झाले त्याचा चक्षुर्वै वृत्तांत माझ्याकडे होता. ह्या बैठकीमध्ये काही कोणताही कट रचण्यात आला नव्हता. ह्या बैठकीचा वृत्तांत मी आयबी प्रमुखांना पाठवला होता तसेच संघाचे नेते जमावाला काबूत ठेवू शकतील की नाही अशी शंकाही व्यक्त केली होती. 

................घटनास्थळी घेतलेल्या व्हिडियोने माझी शंका खरी असल्याचे सिद्ध केले. माझ्या मनामध्ये कोणताही संदेह नव्हता. सुरूवात केली ती शिवसेनेच्या काही कार्यकर्त्यांनीच. त्यांनी पहिली उडी घेतली - कुंपणावरती चढून संघाचे कडे तोडले तसेच पोलिसांचे कडेही त्यांनी तोडले. त्यांच्या पाठोपाठ जमावाचा सागरच आत घुसला. ह्यानंतरच्या घटना जमावाच्या हाती गेल्या. त्यांच्या भावना उद्दीपित करण्यास संघाच्या नेत्यांची भाषणे कारणीभूत ठरली. आत्मनियंत्रणाचा संघाचा दावा जमीनदोस्त झाला. अडवाणी ह्यांनी आग ओकली होती पण जमावाला नियंत्रित करण्यात ते कमी पडले. 

माझी व्हिडियो टेप आणि सुमारे ७० फोटोग्राफ्स ह्यातून शिवसैनिकांनी आणि अन्य रामभक्तांनी केलेल्या कृत्यांचा भक्कम पुरावा हाती आला होता. मी माझ्या घरी व्हिडियो लावण्याची सोय केली. ती पहायला राजेंद्र शर्मा - गोविंदाचार्य आणि उमा भारती आले होते. व्हिडियो बघितल्यानंतर सुरूवात शिवसैनिकांनीच केली ह्यावर त्यांचेही एकमत झाले. ही टेप मी नंतर योग्य अधिकार्‍याच्या हाती सोपवली. 

ह्यानंतर अनेक वर्षांनंतर जेव्हा एनडीए सरकार सत्तेमध्ये आले तेव्हा लिबरहान कमिशनसमोर साक्ष देण्यासाठी भाजपच्या वरिष्ठ नेत्यांना पाचारण करण्यात आले होते. साक्ष देण्यापूर्वी अडवाणी ह्यांनी मला दोन वेळा राजेंद्र शर्मा ह्यांच्या मार्फत बोलावून घेतले. त्यांना व्हिडियो टेपबद्दल माहिती हवी होती. मी तोंडी माहिती दिली. पण माझ्याकडे टेपची नक्कल नव्हती. जी एक प्रत होती ती बहुधा आयबीच्या आर्काइव्हज मध्ये दिल्लीबाहेर असावी. 

आयबी डायरेक्टर ह्यांनी अडवाणी ह्यांना प्रत दिली की नाही ह्याची मला कल्पना नाही. आयबीसारख्या यंत्रणा आपल्या आर्काइव्हजना क्वचितच हात लावतात. अगदी त्यामूळे देशाच्या इतिहासाला योग्य वळण मिळणार असले तरीही ते करणे टाळले जाते. त्यातून डायरेक्टर साहेबांचे आणि पीएमओ मधल्या काही अधिकार्‍य़ांचे सूत जमलेले होते. अडवाणींची मान कचाट्यातून बाहेर काढू शकेल अशी ही टेप त्यांना देण्यास पीएमओमधून मनाई करण्यात आली असावी. संघ परिवार काही "सुखी" परिवार नव्हता. अजूनही अडवाणी हे पंतप्रधानाच्या पदाचे दावेदार मानले जात होते......

I was not averse to meet the RSS leaders. Though not a formal member of the parivar, I was always attracted to the Hindu organisation out of the faith that only it could unify the fractured Hindu society by fighting against the social discriminations as old as the vedas.

A ittke later, around the end of 1988, Uma Bharti, Ved Prakash Goel and his son Piyush visited me regularly. My home had become the hub of activities of BJP and RSS activists.

While I shared my concerns with the Director IB I tried to argue, at least once, with Rajendra Sharma that demolition of the mosque was sure to unleash communal upsurge and the unstable regime in Pakistan was sure to mount retaliatory operations. 

From my talks with Sangh Parivar stalwarts I gathered an impression that they had adopted a multi-layered operational plan by assigning specific role to each seg ment of parivar. The VHP, Bajrang Dal and other associate bodies were under instructions to go ahead with the demolition if the vitarkit dhacha (disputed structure) and their vlunteers were trained at different locations under expert supervision.

The BJP leadership was assigned the role of putting on 'mukhotas' (masks) of political rhetoric mixed with frenetic religious appeal. Leaders like Atal Bihari Vajpeyi and L K Advani managed to display the moderate face of the plan. However, most of them were fully aware of the plan of demolition of mosque on a date coinciding with an auspicious Hindu celebration. 

Around Nov 12, a friend in the Congress party approached me with two requests: arrange his meeting with the Imam of Jama Masjid and arrange a meeting between the Prime Minister and Sarsanghachalak - supreme leader of the RSS. ...Later I found that meeting between the consummate RSS leader and the Prime Minister did go very well. ...The Prime Minister was given to understand that the Sangh parivar had no agenda to demolish the disputed mosque but expected the government to take tangible steps to facilitate construction of the temple at the earliest. He had reportedly assured that the Sangh would wait until the verdict of of the Allahabad High Court was pronounced. .....

On November 25, I received a call from K N Govindacharya inviting himself and two other friends to my home for dinner. Sunanda laid out a sumptuous vegetarian dinner which was shared with us by Govindacharya S Gurumurthy and V P Goyal. Post-dinner discussions went past midnight. What I gathered from my friends sent a shiver of chill in me. They gave enough indication that Sangh parivar was not against the idea of pulling down the mosque and put up a temple structure on December 6, 1992.....The nation I thought was on the verge of facing a serious tectonic shiver. 

I did not hold back the information. Next morning I sought out the Director IB and shared with him my concerns over the likely developments if December 6, 1992. ....I drew his attention to the activities of Bal Thackeray and Moreshwar Sawe of the Shiv Sena , another Hindu outfit. There were indications that the Shiv Sainiks were embroiled in competitive Hindu chauvinism and were eager to outmanoeuvre the RSS and VHP volunteers by taking law into their hands. 

....I deployed a team apart from another team deployed officially by the IB. My team was deployed under the cover of a popular English daily and gained access to the very core of the gathering. Some authors have attributed a conspiracy theory that was hatched up by the RSS, VHP, BJP and Shiv Sena leaders. They as well as official agencies cited a reported meeting at the Keshav Kunj on December 5, 1992 which was attended by L K Advani M M Joshi and others. I had a clear understanding of the meeting. There was no pronounced conspiracy. ... I had submitted a detailed report to the Director and had added that the Sangh leaders might not be able to control the frenzied mob. 

....The video footage later confirmed my apprehension. I had no doubt in my mind that a couple of Shiv Sena volunteers took the initial plunge, broke the cordon of the swayam sevaks and climbed the fences by defying RSS cordon and police barriers. ....The initial breach caused by the Shiv Sena volunteers later brke the floodgates and the events were left to the imagination and ingenuity of the mob, which was disoriented by irresponsible rhetoric of some of the Sangh Parivar speakers. The much touted self-confidence of the RSS was dashed to the ground. It proved that tongues of fire often go out of control of the fire-maker. L.K. Advani had spat fire from the pulpt but he failed to control the flames. Taped videos substantiated that he was progenitor of the Tsunami effect that he failed to control at the vital moment of destiny. 

The videotape and about 70 still snaps that my boys had managed to capture constituted the vital evidence of the act of vandalism at Ayodhya by the Shiv Sainiks and probably the tsunami affected devotees of Lord Rama.  I had privately screened the video at my residence which was viewed by Rajendra Sharma, K N Govindacharya, Uma Bharati. They agreed with me that the Shiv Sena volunteers launched the initial attack on the mosque. The tape was later handed over to the appropriate authority as a piece of valuable record.

Much later, soon after the NDA government assumed office in Delhi and BJP top guns were summoned by the Liberhan Commission to depose before it, I was twice summoned by L K Advani , through late Rajendra Sharma. He wanted to know the details of the videotape and demanded that I should produce it as a piece of evidence. I simply did not have any copy of the tape with me. The only copy was probably consigned to the "archives" of the IB, somewhere outside Delhi. 

I don't know if the Director IB obliged Advani. The intelligence organisations are not in the habit of digging up their archives, even with a view to correcting the history of the nation. The then Director had established close rapport with certain officials of the PMO and I was told that he was advised by them not to produce the tape that could take Advani off the hook. The Sangh Parivar was not a happy family. Advani was still considered a powerful contender for the office of the Prime Minister.
