करकरे - RVS Mani - हिंदू दहशतवाद - एक स्फोटक कहाणी

आज २६ नोव्हेंबर. निर्घृण हल्ल्याच्या आठवणींवरती मीठ चोळणारा संदर्भ म्हणजे हिंदू दहशतवादाचा. त्याच्या जन्माची ही स्फोटक कहाणी माझ्या वाचनामध्ये काही महिन्यांपूर्वी आली तेव्हाच ठरवले होते की ही पोस्ट ह्यावर्षी टाकायला हवी.

इशरत जहां केसमध्ये यूपीएने दबाव आणून सुद्धा अफिदावित बदलण्यास नकार दिला म्हणून सिगारेटचे चटके खाल्लेल्या गृहमंत्रालयाच्या आर व्ही एस मणी ह्या अंडरसेक्रेटरी पातळीवरच्या अधिकार्‍याची दीर्घ मुलाखत आपल्या टीव्हीवाल्यांनी या अगोदर म्हणजे श्री मोदी सत्तेमध्ये आल्यानंतर दाखवण्याची हिंमत केली आहे. श्री. मणी ह्यांनी "हिंदू टेरर" नामक एक पुस्तक लिहिले आहे. त्या पुस्तकामधले काही उतारे येथे देत आहे. माझ्या क्षमतेनुसार त्याचे भाषांतरही दिले आहे परंतु त्यामध्ये त्रुटी राहिल्या असू शकतात म्हणून क्षमस्व. आज २६ नोव्हेंबर रोजी सर्वांना मुंबईवरील हल्याच्या कटु स्मृती येणे साहजिक असताना ह्या पुस्तकामधल्या काही भागाचे विस्मरण होऊ नये असे वाटले म्हणून हा प्रपंच केला आहे. ह्यामधल्या तथ्यांविषयी अर्थातच माझ्याकडे अधिकृत माहिती नाही परंतु पुस्तकामध्ये दिले आहे तसे इथे तपशील दिले आहेत. धन्यवाद.

मी गृहमंत्र्यांच्या केबिनमध्ये प्रवेश केला तेव्हा तिथे (गृहमंत्र्यांव्यतिरिक्त) दोन सद् गृहस्थ सोफावरती बसले होते. त्या तिघांमध्ये एक खेळेमेळीचे वातावरण दिसत होते. दोघांपैकी एक होते राजकारणी. हे राजकारणी भविष्यात पुढे दहशतवाद्यांच्या मदतीस उघडपणे आलेले दिसले. गृहमंत्र्यांच्याच पक्षाचे हे गृहस्थ म्हणजे मध्यप्रदेश राज्याचे माजी मुख्यमंत्री होते. आधीच्या दीड दशकात पक्षाला त्या राज्यामध्ये विजय मिळाला नव्हता. त्या दिवसात हे गृहस्थ दहशतवादी हल्ल्यांमध्ये सापडलेल्या गटांचे अगदी खंदे समर्थक बनले होते. म्हणून मी त्यांना ओळखले. हे होते श्री. दिग्विजय सिंग. 

केबिनमधले दुसरे गृहस्थ मला त्यावेळी ओळखता आले नाहीत. ह्या अनोळखी गृहस्थाने मला नुकत्याच होऊन गेलेल्या दहशतवादी हल्ल्याच्या चौकशीविषयी प्रश्न विचारले. किती जण मृत्यूमुखी पडले - चौकशी कुठपर्यंत आली आहे वगैरे वगैरे. त्यांच्या बोलण्याच्या आणि माहिती विचारण्याच्या शैलीवरून ते एक पोलिस अधिकारी असावेत असा मी अंदाज बांधला. गृहमंत्रालयाच्या माझ्या कारकीर्दीमध्ये मी त्यांना पुष्कळ काळानंतर ओळखू लागलो. २६/११ च्या हल्ल्यामध्ये ते दुर्दैवाने मारले गेले. हे होते श्री. हेमंत करकरे.

यानंतर दिग्विजय सिंग ह्यांनीही माझ्याकडे काही माहिती विचारली. 

मी त्या सर्वांना सांगितले की खात्याचे वरिष्ठ अधिकारी काही तासातच इस्लामाबादहून दिल्लीला पोचतील. पण त्यांनी माझ्या म्हणण्याची दखल घेतली नाही. गृहसचीव कधी परत येत आहेत हे जाणून घेण्यात त्यांना रस नव्हता. हे सगळे होईपर्यंत गृहमंत्री अगदी अलिप्त बसले होते. एकाच गटाचे लोक बर्‍याचशा दहशतवादी हल्ल्यामध्ये सामिल असल्याचे माझे कथन त्यांना आवडले नव्हते असे त्या तिघांच्यामधल्या आपसातल्या संभाषणामधून मला जाणवत होते. 

माझ्याकडची माहिती होती ती अर्थातच तपास यंत्रणांनी दिलेली होती - माझ्याकडे त्याव्यतिरिक्त माहितीचा अन्य सॉर्स नव्हता. गृहमंत्र्यांच्या केबिनमधील त्या संभाषणावरून हे स्पष्ट होते की दहशतवाद्यांना मुस्लिम मदत करत आहेत ही माहिती त्यांना अजिबात आवडली नव्हती. कोणत्या सॉर्सकडून ही माहिती गोळा केली जात होती ह्याविषयी त्यांचे बहुधा पुनर्मूल्यमापन चालले होते. त्यांच्या बोलण्यामध्ये वारंवार नांदेड आणि बजरंग दलाचा उल्लेख येत होता. 

नांदेड खटला.

हिंदूही दहशतवादी असतात हे बीज पेरले गेले ते ह्या खटल्यामध्ये. ह्यापूर्वी आम्ही हिंदू दहशतवाद हे शब्दही ऐकले नव्हते. किंबहुना माझे त्यांच्याशी संभाषण झाले तो वेळपर्यंत माझ्या खात्याकडे नांदेड मधील "दहशतवादी" हल्ल्याविषयी काहीही माहिती आलेली नव्हती. नंतर मला कळले की नांदेड घटना एक आठवद्यापूर्वी घडली होती. आमच्याकडे बजरंग दलाविषयी देखील काहीही माहिती नव्हती. सर्वसाधारणपणे माझे खाते हा विषय हाताळत नसे - तो गृहमंत्रालयाच्या ह्युमन राईटस् / इंटीग्रेशन डिव्हिजन तर्फे हाताळला जातो. हे खाते माझ्या खात्यापासून सहा किलोमीटर दूरवरच्या दिल्लीच्या खान मार्केटमधील लोकनायक भवनमधून हाताळली जात असे. त्या दोघांनी मला नांदेडविषयी काहीही प्रश्न विचारले नाहीत. त्यामुळे मीही गप्प बसलो. 

आमच्या खात्याच्या पद्धतीनुसार मी माझ्या बैठकीचा वृत्तांत बनवला आणि वरिष्ठांच्या माहितीसाठी त्यांच्याकडे १ वा २ जून रोजी पाठवून दिला. यानंतर तिथे काय घडले ते माझ्या जणू विस्मरणात गेले. खात्याच्या नोंदीमध्ये तो रिपोर्ट अजूनही मिळायला हवा.

गृहमंत्र्याखेरीज ह्या दोघांमधली मैत्री घनदाट असल्याचे अगदी उघड दिसत होते. तुम्हाला आठवत असेल की माध्यमांच्या रिपोर्टनुसार पुढे दिग्विजय सिंग ह्यांनी आपण ह्या पोलिस अधिकार्‍याच्या संपर्कात होतो असे सांगितले होते. सिंग ह्यांनी तर त्यांचा (अधिकार्‍याचा) खाजगी फोन नंबरही माध्यमांना दिला होता असे आपल्याला आठवेल. ही बाब त्यावेळच्या माध्यमांमधून सहजच ताडून बघता येईल. 

आश्चर्य म्हणजे माध्यमे काय किंवा अन्य कोणीही ह्यावर काहीही प्रश्न विचारले नाहीत. एका राज्याच्या आयपीएस अधिकार्‍याची आणि शेजारच्या राज्यातील राजकारण्याची एवढी दोस्ती कशी हे कोणालाच खटकले नाही. दिग्विजय सिंग ह्यांना आपल्या राज्यातील पोलिस अधिकारी माहिती असणे स्वाभाविक आहे पण शेजारच्या राज्यातील अधिका‍र्‍याशी त्यांचे काय साटेलोटे होते हे तपासून पाहण्याची गरज आहे. कोणावरही हेत्वारोप न करता मी असे म्हणू इच्छितो की हा पोलिस अधिकारी शेजारील राज्याच्या राजकारण्यासोबत काय करत होता? कामाव्यतिरिक्त राजकारण्यांमध्ये घोटाळण्याची एका अधिका‍र्‍याला सेवानियमांनुसार परवानगी आहे का?

ह्या भेटीनंतर लगेचच म्हणजे काही दिवसात हिंदू दहशतवादाचा पहिला खटला नोंदवला गेला. नांदेडमधील समीर कुलकर्णी ह्या व्यक्तीविरोधात आपल्या कार्यशाळेमध्ये स्फोटके ठेवण्याच्या आरोपाखाली खटला भरला गेला. या स्फोटकांचा स्फोट २० एप्रिल रोजी झाला असे म्हटले गेले. पुढे हा मामला सीबीआय कडे  देण्यात आला. त्यांच्या तपासामध्ये असे पुढे आले की समीर कुलकर्णी एक छोटासा धंदा करत होते. तो तोट्यात गेला असता त्यांनी आपल्या कार्यशाळेला खोटी आग लावून विमाकंपनीकडून भरपाई मिळवण्याचे प्रयत्न चालवले होते. (असे उद्योग अनेक धंदेवाईक करत असतात.) तसेच हे कुलकर्णी नांदेडमधल्या बजरंग दलाच्या कार्यालयामध्ये जात असत.

सीबीआयच्या सुपरव्हायझरने तसेच वरिष्ठ अधिकार्‍यांनी आपला तपास मागे घेण्यास नकार दिला. ह्यापैकी एक अधिकारी सीबीआयचे डायरेक्टर म्हणून नेमले जाणार होते. पण त्यांना शिक्षा म्हणून हे पद देण्यात आले नाही. सीबीआयने ह्या प्रकरणामध्ये चार्जेस भरले नाहीत आणि मामला बंद करण्यात आला. याविषयीची तथ्येही तत्कालीन माध्यमांच्या रिपोर्ट्समध्ये आपल्याला मिळतील.

अशा तर्‍हेने हिंदू दहशतवादाला प्रसिद्धी देण्यासाठी बांधील माध्यमांचा वापर करण्यात आलेली ही पहिलीच केस म्हणता येईल.

There were two other gentlemen in the room, reclining on the sofa when I entered the room of the Home Minister. There was a familiar air between the three of them. One was a prominent political personality who would in future overtly come out in support of perpetrators of terror attacks. He had been a former Chief Minister of the State of Madhya Pradesh, belonging to the same party which the then Home Minister belonged. Of course, for the past decade-and-a-half, this party has not tasted any kind of electoral success in State assembly polls in MP. He had also become a vociferous supporter of certain groups who were in those days accused in terror attacks. Due to this I could recognize him. He was Digvijay Singh.

The other gentleman sitting in the room was a stranger to me at that point of time. This stranger gentleman asked me about the details of the terror attacks in the then-recent past, what were the casualties, what was the then status of investigation(s) for each etc. From his demeanor and way of seeking information, I could deduce that he was a police officer. Much later during my tenure in the Ministry of Home Affairs, I could identify this officer. He unfortunately got killed in the 26/11 attacks. He was Hemant Karkare. 

Thereafter, Digvijay Singh asked me for some more information.

I also informed them that other senior officers of the department would be arriving in Delhi from Islamabad in a few hours (of 1st June) but that submission of mine was not taken cognizance of. They were not even interested in knowing when the Home Secretary would be returning. During the whole interaction, the Home Minister appeared unconcerned and laid back while presiding over the "seeking of information" by the other two individuals.

From the intermittent conversation between the two individuals in the Minister's room, it was clear that they were not happy with my information that "a particular group was involved in most of the terror attacks."

However, this was what the investigation agencies were furnishing the Internal Security Division with, as I had no other source of intelligence. But from the deliberation in the Home Minister's office it was clear that they were not happy with the intelligence input that Muslims were aiding terrorists. The way the information was sought from me made it very obvious that the source of this input was being deeply evaluated. There were repeated references to the Nanded Bajrang Dal etc in their conversation. 

The Nanded Affair

The first seed of the canard - that Hindus were also terrorists - was sown with this case. Until then, we had not heard the word "Hindu Terror". 

However, at the time of the 1st June discussion in Patil's office, my dept in IS had no information about any terror attack in Nanded. The incident had happened. I later learnt, a week before. We also did not have any information on Bajrang Dal in the IS Division. It was in the domain of the Human Rights and National Integration Division of Ministry of Home Affairs. This division was then located at Lok Nayak Bhavan Khan Market in New Delhi at a distance of about 6 KMs from the North Block. Since there was no specific information sought on anything related to Nanded or Bajrang Dal I kept quiet. 

As per laid-down procedure in such contingencies, I reduced the interaction in the Minister's office to writing a report for the knowledge of my seniors and forgot about it. This report was submitted on 1st or 2nd of June 2006.

More importantly, the bonhomie between the two individuals other than the Home Minister was great and visible. It may be interesting to recall that Digvijay Singh had later claimed in a media report that he was in personal touch with the police officer who was in the room of the Union Home Minister along with him at that time and obtained specific information on the Nanded attack. Singh had also declared the personal mobile number of this police officer in media. This can be verified from media reports.

What was intriguing, which no one from the media or otherwise at that time asked, what was the relationship between a political leader and an IPS officer of a neighboring state cadre? Indeed, having been the Chief Minister of a State, Singh might have known many a police officers from his own state , but to be so friendly with a serving IPS officer of a neighboring state is something that begs an answer. Without inputting motives to any individual what was the police officer doing with a politician of a neighboring state? AIS Conduct rules expressly proscribe general hob-nobbing of All India service personnel with political leaders except in discharge of functions. 

Immediately after, within a few days, a "Hindu Terror" case came on records. One Sameer Kulkarni of Nanded was allegedly storing explosives in his workshop which exploded on 20.4.2006. Later the case was handed over to CBI. In the investigation, it was found that Kulkarni was actually running a small business in his workshop and as is generally prevalent when there is lull in business in small towns some people set fire to their workshops to make a false insurance claim. As per reports, Kulkarni used to also visit the Bajrang al office in Nanded. 

The supervisory officer and senior management of CBI however refused to change their findings. An officer who was tipped to be the next Director of the CBI was penalized and not made Director. There was no charge framed in this case by CBI and the case was brought to an abrupt end. However, the facts can be verified from the media reports of the time.

Was Nanded the first such story planted in the pliant media? Manifestly yes.
